A hypothetical police agency's personnel practices are scrutinized for their compliance with equal employment opportunity plan (EEOP) guidelines.
Abstract
The police agency must conform the EEOP guidelines in order to continue to receive LEAA funding. One group of participants employs statistics to analyze the police agency's recruiting and hiring practices and offer suggestions for improving these practices. Another examines agency personnel standards and procedures, including the composition of the job selection panel, work requirements, relevancy of the required background investigation, and transfer procedures. Statistics are cited to point out unequal and discriminatory treatment of minorities and women. A third group analyzes agency promotional policies and disciplinary practices. Another group, playing the police management role, defends the department's policies. The exercise is designed to teach participants EEOP guidelines and to train them in presenting similar analyses in their own agencies. Thus, participants will be better able to deal with civil rights and equal employment opportunity compliance issues.
