MANIFESTATIONS OF TERRORISM, EXISTING MULTILATERAL CONVENTIONS, AND TREATIES OF EXTRADITION AND MUTUAL JUDICIAL ASSISTANCE ARE DISCUSSED IN THE CONTEXT OF DELIMITING TERRORISM.
Abstract
THE VARIOUS FORMS OF INTERNATIONAL TERRORISM ARE ENUMERATED. TYPES OF TERRORISM ARE DIFFERENTIATED ACCORDING TO OBJECTIVES AND MEANS. THE NECESSITY OF INTERNATIONAL COOPERATION IN DEALING WITH THE PROBLEM OF RESTRICTING INTERNATIONAL TERRORISM IS DISCUSSED. FIVE AREAS OF POSSIBLE COOPERATION ARE LISTED: (1) POLICE COOPERATION IN THE FIELD OF PREVENTION; (2) COOPERATION BETWEEN NEIGHBORING STATES IN THE TERRITORIES NEAR BORDERS; (3) COOPERATION IN THE FIELD OF MUTUAL JUDICIAL ASSISTANCE AND EXTRADITION; (4) DELINEATION OF OFFENSES AND CREATION OF JURISDICTIONS OF THE COURTS WHERE THEY DO NOT EXIST UNDER NATIONAL LAW BY ENTERING INTO SELF-EXECUTING INTERNATIONAL TREATIES OR BY ASSUMING OBLIGATIONS TO CRIMINALIZE CERTAIN ACTS; AND (5) INTERNATIONALLY BANNING CERTAIN ESPECIALLY ABOMINABLE TERRORIST ACTS. THE TOKYO CONVENTION OF 1963, THE HAGUE CONVENTION OF 1970, THE MONTREAL CONVENTION OF 1971, AND THE EUROPEAN CONVENTION ON THE SUPPRESSION OF TERRORISM OF 1977 ARE ALL DISCUSSED.
