INFORMATION RECEIVED BY THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION IN 1971 CONCERNING INTERNATIONAL CURRENCY COUNTERFEITING IS ANALYZED.
Abstract
FOCUSING ON PAPER CURRENCY, FORGERIES AND FALSE BANKNOTES INTENDED FOR PUBLICITY PURPOSES (E.G., 'PLAY MONEY') ARE DISTINGUISHED. SINCE MANY COUNTRIES HAVE ADOPTED LEGISLATION PUNISHING THE REPRODUCTION OF BANKNOTES FOR COMMERCIAL PURPOSES, THE NUMBER OF SEIZURES OF PUBLLICITY-TYPE NOTES HAS FALLEN CONSIDERABLY. FIGURES AND FACTS ARE PROVIDED CONCERNING THE DETECTION, IDENTIFICATION, AND CIRCULATION OF FORGED CURRENCY; THE LOCATION AND SEIZURES OF ILLICIT PRINTING WORKSHOPS; AND INDIVIDUAL CASE REPORTS FROM AFRICA, AMERICA, AND EUROPE. THE ACTIVITIES OF THE GENERAL SECRETARIAT'S LABORATORY IN 1971 INCLUDED THE INSPECTION OF 278 COUNTERFEITS AND 1 SUSPECTED COUNTERFEIT, AND THE PRESENTATION OF 81 EXPERT OPINIONS TO 24 NATIONAL CENTRAL BUREAUS. ANOTHER SECTION DEALS WITH THE DETECTION IDENTIFICATION, CIRCULATION, AND MANUFACTURE OF METAL CURRENCY. AMERICAN AND BRITISH GOLD COINS APPEAR TO BE THE MOST COMMON FORGERIES. IN 1971, THE GENERAL SECRETARI RECEIVED INFORMATION CONCERNING FORGED COINS ON 2,587 ITEMS FROM 59 COUNTRIES, REPRESENTING A 12.42 PERCENT INCREASE OVER 1970. OTHER COUNTERFEITS DISCUSSED INCLUDE COUNTERFEIT CHECKS, PASSPORTS, FRENCH TREASURY BONDS, INTERNATIONAL MONEY ORDERS, BONDS, BILLS OF EXCHANGE, BANKERS' DRAFTS, DRIVERS' LICENSES, VEHICLE REGISTRATIONS CAR INSURANCE CERTIFICATES, PLANE TICKETS, UNIVERSITY DIPLOMAS, AND POSTAGE STAMPS. NUMEROUS STATISTICAL CHARTS ARE APPENDED. (SAJ)
