This 2011 report of the International Narcotics Control Board (INCB) reviews current challenges in drug control in countries throughout the world and offers recommendations regarding drug control that focus on governments, the United Nations, and other relevant international and regional organizations.
Abstract
The first chapter focuses on the link between a society's social problems and the abuse of illegal drugs in that society. The issues addressed in this chapter are the growth of marginal communities and the drug-abuse problems in those communities, threats to social cohesion, and countries' responses to social disorganization. The recommendations offered in this chapter stem from the belief of the INCB that social disintegration and its associated drug problems require a multidisciplinary approach that involves stakeholders at all levels. The second chapter addresses the functioning of the international drug control system. Issues discussed are the promotion of the consistent application of the international drug control treaties; INCB actions to ensure the implementation of the international drug control treaties; governments' cooperation with the INCB; and ensuring the implementation of provisions of the international drug control treaties. A section in this chapter on "Special Topics" addresses drug-control issues facing various countries and the international community. The third chapter reviews the state of drug abuse and drug control for various continents and regions, including Africa; the Americas (Central America and the Caribbean, North America, and South America); Asia (East and South-East Asia, South Asia, and West Asia); Europe; and Oceania. The fourth chapter contains recommendations pertaining to drug control, with attention to actions that might be taken by national governments, the United Nations Office on Drugs and Crime and the World Health Organization, and other relevant international organizations.
