Abstract
This report was prepared for the Office of the President by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs and submitted to the Chairmen and Ranking Members of the House and Senate Committees on Appropriations, the House Committee on International Relations, and the Senate Committee on Foreign Relations. The report was prepared in accordance with the Foreign Assistance Act of 1961 and contains the status of the United States' International Narcotics Control Strategy Report (INCSR) as of March 2001. The information is presented in six major sections. The first section contains a certification summary for 1988-2001, a 2000-2001 majors list, individual country statements of explanation, and the legislative basis for INCSR. The second section presents policy and program developments, while the third section contains data on countries receiving U.S. Government assistance for FY 1999-2001. The next section of the report is broken down by world regions - South America; Canada, Mexico, and Central America; The Caribbean; Southwest Asia; Southeast Asia and the Pacific; Europe and Central Asia; and Africa and the Middle East - and contains the following information for each country: summary, status of country, country actions against drugs in 2000, and U.S. policy initiatives and programs. The final two sections of the report examine chemical controls and money laundering and financial crimes. Tables
