This monograph contains papers presented at a 1988 conference on international responses to terrorism.
Abstract
The speakers did not try to define terrorism or the motivations of terrorist groups, but instead discussed both pure research and operational techniques. The ultimate objectives of the conference were to produce written material of value to practitioners in the field and to create an international network for research, implementation, and evaluation. Some of the more significant topics discussed included an American perspective on terrorism, activities undertaken by the United Nations to combat terrorism, political violence in Northern Ireland, the use of military force in counterterrorist operations, the nuclear threat posed by international terrorist groups, an analysis of low-level conflict, the association between terrorism and human rights, and an assessment of the future from a research perspective.
