This report describes measures to prevent and control the corruption of public officials in countries throughout the world.
Abstract
A basic measure is the enactment of penal laws covering theft offenses, abuses of position, conflict of interest, disclosure statutes, sanctions against failure to report, political contributions, organizational structures, and exclusivity of jurisdiction of the agency dealing with corruption. Administrative and regulatory mechanisms are also needed to prevent corrupt practices and the abuse of authority. These include codes of ethics, internal reporting procedures, and methods of countering intimidation. Procedures are described for the detection, investigation, and conviction of corrupt officials; the forfeiture of funds and property derived from corrupt practices; and economic sanctions against enterprises involved in corruption.
