AN INTERNATIONAL SEMINAR EXAMINES THE LEGAL ASPECTS AND PREVENTION OF ROAD OFFENSES, THEIR CAUSES AND CONSEQUENCES, POLICE TRAFFIC OFFENSE ACTION, AND MOTOR VEHICLE THEFT.
Abstract
TRAFFIC RULES ARE FIRST DISCUSSED. THE OBSERVATION IS MADE THAT ALTHOUGH MOTOR VEHICLES ARE DANGEROUS INSTRUMENTS, TRAFFIC OFFENSES ARE DUE TO NEGLIGENCE RATHER THAN WRONG INTENT, UNLIKE MOST OTHER CRIMES. THE IMPORTANCE OF TRAFFIC RULES BEING EXPLICIT IS EMPHASIZED. THE NEXT ARTICLE CLAIMS THAT SOCIAL FORCES HAVE MADE THE INVESTIGATION, REPORTING, AND PUNISHMENT OF TRAFFIC OFFENSES INDEPENDENT OF OTHER CRIMINAL JUSTICE. TYPES OF TRAFFIC OFFENDERS, AND THE EFFECT ON LAW OF OFFENSES COMMITTED UNINTENTIONALLY, RATHER THAN BY WRONG INTENT, AND THE INDEPENDENCE OF TRAFFIC JUSTICE ARE DISCUSSED. OTHER ARTICLES DEAL WITH ACCIDENTS, POLICE ACTION AND INVESTIGATION, AND MEDICAL, LEGAL, AND SCIENTIFIC INVESTIGATIONS. ARTICLES ON THE PREVENTION OF ROAD TRAFFIC OFFENSES AND ACCIDENTS COVER ADMINISTRATIVE MEASURES APPLIED TO OFFENDING DRIVERS, SOCIAL PREVENTION SUCH AS PUBLIC EDUCATION AND TRAINING SCHOOL CHILDREN, THE EFFECTS OF MOTORING ASSOCIATIONS, HOW TRAFFIC POLICE SHOULD BE USED, PLANNING SAFE ROADS, ROAD SAFETY IN TOWNS AND COUNTRY DISTRICTS, ROAD LIGHTING, AND IMPROVING VEHICLES.
