THE ORIGIN AND EVOLUTION OF THE STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS UNDER THE LEAGUE OF NATIONS AND THE UNITED NATIONS.
Abstract
SEVERAL REVISIONS IN THE RULES ARE SUGGESTED TO BRING THEM UP TO DATE WITH CONTEMPORARY CORRECTIONAL STANDARDS. A CURRENT PROPOSAL DIVIDES THE RULES INTO TWO CATEGORIES - THE FIRST COMPOSED OF RULES PERTAINING TO FUNDAMENTAL HUMAN RIGHTS, WHICH MIGHT BE EMBODIED IN AN INTERNATIONAL CONVENTION, AND THE SECOND INCLUDES RULES AND GUIDING PRINCIPLES FOR THE TREATMENT OF OFFENDERS IN ACCORDANCE WITH AN INTEGRATED AND PROGRESSIVE SOCIAL DEFENSE POLICY.
