Abstract
CHARACTERISTICS OF THE OVERSEAS BUSINESS COMMUNITY RELEVANT TO INTERNATIONAL TERRORISM ARE THE COMMUNITY'S GROWING SHARE (CURRENTLY ABOUT 15 PERCENT) 11 IN PRODUCTION OF GROSS WORLD PRODUCT, ITS LACK OF SPECIAL STANDING SUCH AS THAT GRANTED TO DIPLOMATS, AND ITS USE OF ADVANCED TECHNOLOGY WHICH IS ESPECIALLY SENSITIVE TO TERRORIST ACTS. THE FAILURE OF CURRENT POLITICAL INSTITUTIONS TO RESOLVE SOCIAL AND IDEOLOGICAL POLARITIES AND THE IMPACTS ON PROFITABILITY OF TERRORIST ACTIONS MAKE THE OVERSEAS BUSINESS COMMUNITY PARTICULARY VULNERABLE TO TERRORISM. POSSIBLE WAYS TO DEAL WITH INTERNATIONAL TERRORISM INCLUDE (1) PREVENTIVE MEASURES DEALING WITH TERRORISM AS A MANAGERIAL PROBLEM TO BE AVOIDED, (2) UNDERCUTTING THE BENEFITS OF TERRORISM BY ANNOUNCING REFUSAL TO PAY RANSOM, (3) ELIMINATING SANCTUARIES FOR TERRORISTS THROUGH INTERNATIONAL CONVENTIONS BASED ON A CLEARLY DELINEATED STATEMENT OF INTERNATIONAL CRIME, AND (4) ESTABLISHMENT OF AN ALTERNATE JURISDICTION, SUCH AS AN INTERNATIONAL CRIMINAL COURT, TO AVOID DOMESTIC POLITICAL PRESSURES WHICH MIGHT UNDERMINE PROSECUTION OF OFFENDERS. OF THESE MEASURES, THE LAST TWO APPEAR TO BE THE MOST PROMISING. TO IMPLEMENT THESE APPROACHES, MULTINATIONAL COMPANIES SHOULD WORK WITH THE POLICYMAKING AND LEGISLATIVE PROCESSES OF THEIR HOST COMMUNITIES AND WITHIN THE INTERNATIONAL COMMUNITY TO FOSTER THEIR ADOPTION.
