THE CHALLENGE TERRORISM PRESENTS TO INTERNATIONAL SECURITY IS EXAMINED TO HELP DEVELOP EFFECTIVE DEFENSE MEASURES; ISRAEL'S ANTITERRORIST TACTICS ARE SET FORTH AS EXAMPLES FOR WEST GERMANY.
Abstract
THERE IS VIRTUALLY NO LIMIT TO THE CAPABILITIES AND METHODS OF TERRORISTS, WHICH INCLUDE POLITICAL BLACKMAIL BY BACTERIOLOGICAL AND NUCLEAR WEAPONS. IF ANTITERRORIST MEASURES ARE TO BE EFFECTIVE, THE DRIVING FORCES OF TERRORISTS AND THEIR WEAPONS MUST BE RECOGNIZED--THEIR AIM FOR PUBLICITY AND THE FOCUS OF A NATION OR THE WHOLE WORLD ON THEM, THEIR FINANCIAL CONSIDERATIONS FOR WHICH POLITICAL BLACKMAIL IS HIGHLY EFFECTIVE, AND THE INCENTIVE PRESENTED TO THEM BY THE GROWING VULNERABILITY OF SOCIETIES. THE AVAILABILITY OF HIGHLY SOPHISTICATED TECHNOLOGICAL WEAPONS INCREASES THEIR DANGEROUSNESS. ISRAEL HAS BEEN HIGHLY SUCCESSFUL IN MANY OF ITS COUNTERINSURGENT TACTICS BECAUSE IT STRIKES BACK RELENTLESSLY WITH THE FULL MIGHT OF ITS MILITARY, POLICE, AND OTHER SECURITY MEASURES. OTHER ANTITERRORIST MEASURES THAT WEST GERMANY HAS LEARNED FROM ISRAEL INCLUDE (1) PUNISHMENT OF APPREHENDED TERRORISTS WITHOUT DELAY, (2) BOYCOTT OF AIR TRAFFIC TO AND FROM COUNTRIES THAT ENCOURAGE TERRORISM, (3) DENIAL BY GOVERNMENTS OF THE USE OF AIRPLANES TO FLEE TO COUNTRIES PROVIDING REFUGE, (4) COOPERATION BETWEEN INTELLIGENCE AND SECURITY SERVICES OF VARIOUS NATIONS, (5) COOPERATION FROM THE MASS MEDIA IN REFUSING TO ADVERTISE AND GLORIFY THE TERRORISTS AND THEIR CAUSE, (6) ATTENTION OF DEFENSE FORCES ON TERRORISTS' MAIN WEAKNESSES--THEIR DEPENDENCE ON THE REACTION OF THE OPPONENT, (7) EDUCATION OF THE PEOPLE CONCERNING THE OBJECTIVES AND METHODS OF TERRORISM, (8) UNDERSTANDING THAT GUERRILLAS AND TERRORISTS FAIL WHERE THEIR AIMS AND ACTIONS DO NOT REPRESENT THE WISHES OF THE MAJORITY OF THE PEOPLE, AND (9) A FOCUS ON THE MOST VULNERABLE STAGE OF ANY REVOLUTIONARY MOVEMENT--THE CONSPIRACY PHASE. --IN GERMAN.
