Abstract
A prepared statement by Senator Arlen Spector discusses the importance of the problem of terrorism and methods of dealing with it, particularly through the use of economic sanctions. A statement by Ambassador Robert Oakley considers issues of security and discusses provisions of the Export Administration Act, the Foreign Assistance Act, the Arms Export Control Act, and the Trade Act of 1974, which provide sanctions against governments that support international terrorism. International cooperation in combating terrorism also is discussed. Additional testimony by Ambassador Oakley considers the use of trade sanctions in cases involving support of terrorism by Libya, Greece, and France. Further discussion centers on consideration of an international conference, the desirability of an international convention, public reaction to terrorism, the use of abduction to acquire jurisdiction over a terrorist, and international extradition agreements.
