Abstract
TOPICS DISCUSSED INCLUDE THE ARAB-ISRAELI CONFLICT, PARTICULARLY THE ROLES OF THE PALESTINIANS AND THE ISRAELIS IN FOMENTING ACTS OF VIOLENCE; MINORITY RULE AND REFUGEES IN AFRICA, INCLUDING THE ROLE OF THE ALL AFRICA CONFERENCE OF CHURCHES; U.S. SERVICEMEN MISSING IN ACTION IN SOUTHEAST ASIA; POTENTIAL TURMOIL IN THE PERSIAN GULF; AND JAPAN AND THE OIL CRISIS. ALSO DISCUSSED WERE THE PLANS AND ANTICIPATED PROBLEMS IN HOSTING THE 1980 WINTER OLYMPICS AT LAKE PLACID, N.Y., THE LAW OF THE SEA RESOLUTION, THE MUTUAL DEVELOPMENT AND COOPERATION ACT OF 1973, AND THE SINO-SOVIET CONFLICT. DISTINGUISHED WITNESSES FROM U.S. AND FOREIGN GOVERNMENTS, PRIVATE INDUSTRY AND ORGANIZATIONS, AND ACADEMIC AREAS PRESENTED PAPERS AND VOICED JUDGMENTS ON DOMESTIC AND FOREIGN TERRORISM, INDICTING THOSE RESPONSIBLE AND SUGGESTING U.S. POLICY INITIATIVES AND RESPONSES. ENVIRONMENTAL CONCERNS, THE IMPACT OF AN OIL EMBARGO, SOVIET MISCHIEF-MAKING IN THE PERSIAN GULF, AND PROVISIONS FOR DISASTER RELIEF WERE AMONG THE MANY ADDITIONAL TOPICS BROUGHT TO THE SUBCOMMITTEE'S ATTENTION. STATEMENTS, ARTICLES, AND MEMORANDUMS ARE INCLUDED, AND NUMEROUS REPORTS ARE APPENDED. BIOGRAPHIES OF CERTAIN WITNESSES ARE INCLUDED. MAPS, CHARTS, AND FOOTNOTES ARE AMONG THE APPENDED REPORTS. (WJR)
