The Office of Audit, Assessment, and Management (OAAM) of the U.S. Justice Department's Office of Justice Programs reports on its assessment of the Internet Crimes Against Children (ICAC) Training and Technical Assistance (TTA) program, which is administered by the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
Abstract
The assessment reviewed OJJDP's management of the program and the primary grant recipient's program design, implementation, and performance, so as to determine whether OJJDP and the grantee had met program objectives. Based on student evaluations and on-site observations, the assessment determined that the primary ICAC TTA provider, Fox Valley Technical College (Fox Valley), provided high quality training that was well-received by the students; however, performance measures were all output-based and did not measure the long-term effectiveness of the program. The assessment also identified opportunities to improve financial management, full and open competition, and program management. There was no evidence that OJJDP had attempted to improve efficiency or reduce program costs. Unallowable costs and cost inefficiencies related to course delivery were identified. In addition, the public announcement soliciting applications under the 2006 ICAC TTA program did not meet the spirit of full and open competition. Ten recommendations are intended to improve the collection and use of performance measurement data, improve financial management and efficiency, foster fair and open competition for grants and cooperative agreements, and improve grant management and oversight. 7 tables and appended description of methodology and other supplementary information
