This overview of Interpol addresses its history, efforts to enhance international cooperation, and actions taken to counter international terrorism.
Abstract
An explanation of Interpol's origins and membership develops a rationale for its cautious approach to international terrorism. Resolutions passed between 1984 and 1986, as well as the 1987 creation of a special antiterrorism unit, are discussed. The article emphasizes that Interpol must stay within the limits of police activity when addressing terrorism, but must also facilitate international cooperation. Examples of cooperative activities cited include cryptographic facilities, communication networks, and guidelines for combating terrorism. Services offered by Interpol's antiterrorist unit are described, such as global dissemination of notices concerning international terrorists, modus operandi notices, indices checks, working group meetings, reports based on information received from member countries, and a 1988 international terrorism symposium. A chronology of Interpol milestones is included.
