Abstract
THE HISTORY OF INTERPOL IS BRIEFLY PORTRAYED, FROM ITS FOUNDATIONAL ORGANIZATIONAL MEETING IN 1914 IN MONACO TO THE ADOPTION OF ITS PRESENT CONSTITUTION IN 1956. THE PURPOSE OF INTERPOL IS SEEN TO BE THAT OF ENABLING POLICE FORCES IN DIFFERENT COUNTRIES TO COORDINATE THEIR WORK EFFECTIVELY IN THE DOUBLE AIM OF LAW ENFORCEMENT AND CRIME PREVENTION. THE WORK OF INTERPOL IS BELIEVED TO HAVE GAINED IN IMPORTANCE WITH THE GROWING INTERNATIONAL CHARACTER OF CRIME, NOTABLY IN THE AREAS OF SMUGGLING GOLD, DIAMONDS, AND DRUGS AND ALSO IN COUNTERFEITING. THE OPERATIONS OF INTERPOL ARE CLASSIFIED AND DISCUSSED AS THREE DISTINCT BUT COMPLIMENTARY FUNCTIONS: THE EXCHANGE OF POLICE INFORMATION; THE IDENTIFICATION OF WANTED PERSONS AND SUSPECTS; AND THE ARREST OF INDIVIDUALS FOR WHOM COURTS HAVE ISSUED WARRANTS AND, USUALLY, EXTRADITION REQUESTS. THE METHOD BY WHICH INTERPOL IDENTIFIES CRIMINALS IS DISCUSSED, AND SOME EXAMPLES ARE GIVEN OF INTERPOL'S METHODS OF OPERATION IN SPECIFIC CASES. THE CHARACTER OF INTERNATIONAL CRIME IS ALSO CONSIDERED. THE CRIMINAL BUREAU OF INVESTIGATION, THE AGENCY FOR COOPERATION WITH INTERPOL IN INDIA, IS GIVEN A CHAPTER OF DISCUSSION, AND THE FINAL CHAPTER PRESENTS THE CONTENT OF THE LAW OF EXTRADITION IN INDIA.
