THE PROCEEDINGS OF THE 46TH SESSION OF THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION (INTERPOL) ARE SUMMARIZED. TOPICS DISCUSSED RELATE TO INTERPOL BUSINESS AFFAIRS AND INTERNATIONAL CRIME AND ITS PREVENTION.
Abstract
FOLLOWING AN OPENING ADDRESS EMPHASIZING THE NEED FOR INTERNATIONAL COOPERATION AMONG POLICE TO FIGHT INTERNATIONAL CRIME, APPLICATIONS FOR MEMBERSHIP FROM PARAGUAY AND SEYCHELLES WERE APPROVED, BRINGING THE TOTAL MEMBERSHIP UP TO 126. INTERPOL INTERNAL AFFAIRS, OPERATIONS, AND ACTIVITIES FROM OCTOBER 1976 THROUGH SEPTEMBER 1977 WERE REVIEWED. TRENDS IN INTERNATIONAL ILLICIT DRUG TRAFFIC AND SEIZURES OF OPIUM, MORPHINE, HEROIN, CANNABIS, COCAINE, STIMULANTS, AND HALLUCINOGENIC AND PSYCHOTROPIC SUBSTANCES DURING 1976 WERE EXAMINED. CASES OF INTERNATIONAL COOPERATION WERE CITED, AND RECOMMENDATIONS FOR FUTURE DRUG CRIME PREVENTION WERE MADE. A REVIEW OF INTERNATIONAL CURRENCY COUNTERFEITING WAS PRESENTED WHICH INCLUDED THE RECOMMENDATIONS OF THE MADRID INTERNATIONAL COUNTERFEIT CURRENCY CONFERENCE, COUNTERFEITING TRENDS AND STATISTICS, AND DESCRIPTIONS OF COUNTERFEIT AND GENUINE CURRENCY NOTES. COMMITTEE FINDINGS ON THE PREVENTION OF UNLAWFUL INTERFERENCE WITH INTERNATIONAL CIVIL AVIATION WERE OUTLINED. THE FOCAL POINT WAS ON CIVIL AVIATION SECURITY, PARTICULARLY SECURITY MEASURES AND SAFEGUARDS AND POLICE COUNTERMEASURES IN AIRCRAFT HIJACKINGS. THE NEED FOR GREATER INTERNATIONAL COOPERATION IN THE MANAGEMENT OF FRAUD WAS DELINEATED. TWO DOCUMENTS ON CRIME PREVENTION EFFORTS WERE PRESENTED TO THE GENERAL ASSEMBLY: A SURVEY OF PRINCIPLES FOR ORGANIZING POLICE CRIME PREVENTION ACTIVITIES IN 34 COUNTRIES; AND A REPORT BY THE HONG KONG POLICE DETAILING A THREEFOLD APPROACH TO CRIME PREVENTION INCORPORATING THE TRADITIONAL POLICE ROLE, SOCIOLOGICAL ASPECTS OF CRIMINALITY, AND PRACTICAL DETERRENT ASPECTS WHICH EMPHASIZE THE REMOVAL OF CRIME OPPORTUNITIES. A REPORT ON THE FIRST INTERNATIONAL SYMPOSIUM ON THEFTS OF WORKS OF ART AND CULTURAL PROPERTY INCLUDED THE RESULTS OF A STUDY OF SUCH THEFTS, TRAFFIC AND RECEIPT OF STOLEN ITEMS, POLICE ACTIONS, AND SECURITY SAFEGUARDS. OTHER TOPICS OF DISCUSSION INCLUDED THE DEVELOPMENT OF AN INTERNATIONAL COMPUTERIZED SEARCH FILE, INTERNATIONAL POLICE RADIO REGULATIONS, CONTINENTAL MEETINGS, THE MEETING OF THE HEADS OF NATIONAL CENTRAL BUREAUS, CONSTITUTIONAL AMENDMENTS, THE 1977-1978 PROGRAM OF ACTIVITIES, AND CONFERENCE SIDELIGHTS. A LIST OF PARTICIPATING COUNTRIES AND OBSERVERS ALSO IS PROVIDED. (JAP)
