This report, supported by a grant from the U.S. Department of Justice, Bureau of Justice Assistance, provides an update on the work of five individual States' assessment of their criminal alien problem.
Abstract
The Interstate Criminal Alien Working Group was initially funded in 1994 as a component of the U.S. Department of Justice, Bureau of Justice Assistance's Criminal Alien Identification and Intervention Program. The Working Group serves two purposes: as a forum for exchange of information and ideas; and as a way to promote enhanced intergovernmental cooperation and coordination in dealing with the problem of criminal aliens. The report is divided into four main sections. Section I is an introduction to the problem of criminal aliens, while section II presents an overview of the problem and State and Federal responses to the problem. Section III presents selected findings from assessments conducted between May 1995 and July 1996, in California, Florida, Illinois, New York, and Texas. The findings cover four areas: coordination, cooperation, and communications; uniform documents, procedures, and policies; electronic access to information; and flagging systems. The final section of the report recommendations from the Working Group dealing with four issues: intergovernmental cooperation; identification; verification; and processing, detention, and removal.
