This overview of the Tennessee Department of Youth Development (TDYD) profiles its organizational plan and describes its programs and program locations throughout the State.
Abstract
The TDYD's mission is to "serve the public by providing programs and services that will assist in the rehabilitation of juvenile offenders." It is divided into four functional areas: the Commissioner's Office, the Division of Administration, the Division of Community Programs, and the Division of Residential Programs. The structure and operations of each of these entities are briefly described in this report. Since the TDYD was established in 1989, it has sought more creative ways of dealing effectively with the delinquent youths under its jurisdiction. It believes the problem of delinquency must be addressed on three fronts: the student, the family, and the community. All departmental programs focus on these components. The programs described are in the general areas of probation, contract agencies that provide a wide range of services, 13 group homes, youth development centers (secure facilities), aftercare programs, and specialized programs. The three specialized programs are an academy for students at high risk for imminent suspension or expulsion from school, an observation and assessment center, and a treatment center that works with mentally retarded juvenile offenders through a full range of services.
