Abstract
AN OPERATION FACTOR REFERS TO AN OPERATION WHICH WAS NOT PERFORMED OR WHICH WAS PERFORMED IN A WRONG MANNER. THESE FACTORS ARE CLASSIFIED INTO FOUR MAJOR GROUPS ACCORDING TO THEIR PROXIMITY TO THE FINAL EVENTS OF THE ACCIDENT AND INCLUDE THE CRUCIAL EVENT, EVASIVE ACTION, STRATEGY, AND PREPARATION. A 'CONDITION FACTOR' IS A QUALITY OF A TRAFFIC WAY, VEHICLE OR PERSON, THE NATURE OF THE PHYSICAL ENVIRONMENT, AND THE CHARACTER OF THE SOCIAL OR CULTURAL 'CLIMATE'.
