EVALUATION OF PROGRAMS WHICH PROVIDE FOR THE RESIDENT'S BASIC PHYSICAL NECESSITIES, MINIMAL HUMAN SERVICES, AND DIGNIFIED STAFF-RESIDENT RELATIONSHIPS.
Abstract
THE FIRST PART OF THIS REPORT USES DATA OBTAINED FROM AN OPINION SURVEY OF A REPRESENTATIVE GROUP OF RESIDENTS TO DETERMINE HOW RESIDENTS RATE THE ADEQUACY AND IMPORTANCE OF SELECTED HUMANE SERVICES. THE SECOND SECTION OF THIS REPORT PROVIDES AN ADMINISTRATIVE AUDIT OF HOW WELL THE NEWLY CREATED SOCIAL SERVICE DEPARTMENT IS CARRYING OUT ITS OBJECTIVES. BOTH SETS OF DATA COMPLEMENT AND REINFORCE EACH OTHER. OF THE 22 FACTORS CONSIDERED IN THE SURVEY, NINE WERE SHOWN TO BE ADEQUATE IN THE OPINION OF THE RESIDENTS, AND THIRTEEN WERE VIEWED AS INADEQUATE. ON A SCALE OF ONE TO FOUR (WITH FOUR BEING 'VERY ADEQUATE'), STAFF-RESIDENT RELATIONSHIPS RECEIVED A RATING OF 3.10, BASIC NECESSITIES A RATING OF 2.20, AND HUMAN SERVICES A RATING OF 2.10. THE AUDIT OF THE SOCIAL SERVICE DEPARTMENT (WHICH RECEIVED A SURVEY RATING OF 1.98) RESULTED IN THE CONCLUSION THAT THE DEPARTMENT MUST EXTEND ITS SERVICES - CONSISTING MAINLY OF DISPENSING SUNDRIES TO INDIGENT RESIDENTS AND MONITORING TELEPHONE CALLS - BY PROVIDING SYSTEMS OUTSIDE THE INSTITUTION ITSELF WITH INFORMATION TO HASTEN THE DISPOSITION OF PENDING CASES. SEVERAL SPECIFIC RECOMMENDATIONS ARE MADE. THE APPENDIX CONTAINS A COPY OF THE RESIDENTS' SURVEY QUESTIONNAIRE, A BREAKDOWN OF INDIVIDUAL FACTOR RATINGS, AND SOCIAL SERVICE DEPARTMENT STATISTICS, ETC. (AUTHOR ABSTRACT MODIFIED)
