This paper describes the police management structure for investigating serial crimes (crimes committed by the same person over a period of time in many places) in England.
Abstract
The investigation of serial crimes confined to one police jurisdiction does not present the control problems involved in a multijurisdictional investigation. The latter requires one or more chief officers to relinquish control to a person outside their department. There must be one clearly designated person in charge of the entire investigation. This person must be freed from all regular responsibilities and must function as a managing director heading a board of directors. The board should consist of the senior investigator's deputy, the main incident room commander, the officers in direct charge of the incidents under combined investigation, the officer in charge of the main outside inquiry team, and the head of an intelligence-cum-analyst section, among others. This large representation is required to ensure that all necessary communication flows up and down the command chain. It also ensures that decisionmaking is informed by all aspects of the investigation.
