HANDBOOK DOCUMENTING A 'HANDS-ON' APPROACH OF TECHNICAL ASSISTANCE BY LEAA PROFESSIONALS TO CITIZEN-INITIATED SOCIAL ACTION PROGRAMS WHICH ENTAIL MAJOR CONCEPTUAL AND OPERATIONAL REFORMS IN RESPONSE TO LEAA INITIATIVES.
Abstract
PURSUIT OF THE ABOVE MENTIONNED REFORMS AND IMPROVEMENTS IS FOUNDED ON THE PRINCIPLE OF COMMUNITY ACTION ON COMMUNITY PROBLEMS WITH LEAA SERVING AS A CATALYST. THIS HANDBOOK DESCRIBES THROUGH TEXT AND FLOW CHARTS WHAT A TEAM OF LEAA PROFESSIONALS, FUNDED BY A DISCRETIONARY GRANT, WILL DO TO PARTICIPATE ACTIVELY WITH A COMMUNITY IN THE DIAGNOSIS OF PROBLEMS AND OPPORTUNITIES, THE SELECTION OF APPROPRIATE RESPONSES, AND THE IMPLEMENTATION OF APPROVED REFORMS LEADING TO THE INSTITUTIONALIZATION OF CHANGE. THE PLANNING AND IMPLEMENTATION STEPS DESCRIBED EXTEND FROM THE TEAM'S INITIAL COMMUNITY CONTACT AND SETTLING-IN PERIOD, THROUGH THE STABILIZATION OF OPERATIONS AND THE PHASING-OUT OF THE TEAM'S EFFORTS.
