THE 1979 OPERATIONS OF IOWA'S CONSUMER CREDIT PROTECTION BUREAU, A LEGISLATIVELY MANDATED AGENCY CHARGED WITH ADMINISTERING THE UNIFORM CONSUMER CREDIT CODE, ARE REPORTED.
Abstract
THE CODE GOVERNS THE APPLICATION AND STRUCTURE OF CONSUMER CREDIT TRANSACTIONS IN IOWA. CHIEF RESPONSIBILITY FOR ITS ENFORCEMENT LIES WITH THE BUREAU, WHICH IS PART OF THE STATE ATTORNEY GENERAL'S OFFICE. THE REPORT OPENS WITH A BRIEF REVIEW OF THE CODE'S PROVISIONS, FOLLOWED BY DETAILS OF THE BUREAU'S ACTIVITIES IN THE AREAS OF COMPLAINT HANDLING, LITIGATION, FORMAL AND INFORMAL OPINIONS, AND PUBLIC EDUCATION, ACTIVITIES OF OTHER STATE AGENCIES WITH CONSUMER PROTECTION MANDATES ARE ALSO DESCRIBED. AN OVERVIEW OF THE STATUS OF CONSUMER CREDIT PROTECTION IN IOWA IS PRESENTED. ENFORCEMENT ACTIVITIES IN THE 11 STATES WITH VERSIONS OF THE UNIFORM CONSUMER CREDIT CODE ARE COMPARED. PARTICULAR ATTENTION IS DRAWN TO THE RELATIVELY SMALL BUDGET AND STAFF OF THE IOWA BUREAU. RECOMMENDATIONS ARE PRESENTED FOR MODIFYING THE CODE AND RELATED STATE STATUTES AND FOR MEETING FUNDING NEEDS OF THE BUREAU.
