THIS STANDARDS AND GOALS PROJECT REPORT EXAMINES PROCEDURES IN THE IOWA COURT SYSTEM AND MAKES A COMPARATIVE (ANALYSIS) OF THE SYSTEM BASED ON NATIONAL ADVISORY COMMISSION STANDARDS.
Abstract
THE PURPOSE OF THE PROJECT IS TO IMPROVE THE COURT COMPONENT OF THE IOWA CRIMINAL JUSTICE ADMINISTRATION. ADVISORY GROUPS DRAWN FROM STATE AND LOCAL CRIMINAL JUSTICE AGENCIES, THE JUDICIARY, LEGISLATURE, PUBLIC INTEREST GROUPS AND OFFENDERS REVIEWED THE FACTORS AFFECTING THE FLOW OF CASES THROUGH THE COURT SYSTEM. SUCH INFLUENCES INCLUDED ADMINISTRATIVE DISPOSITION, SCREENING, DIVERSION, FORMAL PRETRIAL, TRIALED AND APPELLATE PROCEEDINGS. THE STUDY ALSO LOOKED AT THE PEOPLE ADMINSTERING THE CRIMINAL JUSTICE SYSTEM. SPECIFIC RECOMMENDATIONS INCLUDE DEVELOPMENT OF A FULL-TIME PROFESSIONAL PUBLIC DEFENDER'S OFFICE SYSTEM AND PROSECUTOR'S OFFICE. METHODS TO KEEP HIGH JUDICIAL QUALITY ARE SUGGESTED AND INCLUDE WAYS TO EFFECTIVELY MANAGE THE TRIAL COURTS ADMINISTRATIVE AFFAIRS. COORDINATION OF EFFORT BETWEEN ALL PARTS OF THE CRIMINAL JUSTICE SYSTEM, THE LAW ENFORCEMENT AGENCIES, COURTS, AND CORRECTIONS IS URGED. THE STATE'S CRIMINAL JUSTICE SYSTEM STANDARDS ARE COMPARED WITH THE NATIONAL ADVISORY COMMISSION STANDARDS. NO SUPPORTING MATERIALS ARE INCLUDED. (RFC)
