STANDARDS FOR IOWA'S CRIMINAL JUSTICE SYSTEM ARE PRESENTED. THEY ARE INTERRELATED TO FORM A COORDINATED CRIMINAL JUSTICE SYSTEM DEALING WITH LAW ENFORCEMENT, PERSONNEL, FIELD OPERATIONS, AND EQUIPMENT.
Abstract
RECOMMENDATIONS OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS, MADE IN 1973, ESTABLISHED PERFORMANCE LEVELS FOR THE OPERATION OF THE CRIMINAL JUSTICE SYSTEM AS A WHOLE, POLICE, COURTS, CORRECTIONAL AGENCIES, AND SERVICE AGENCIES OF STATE AND LOCAL GOVERNMENTS. IOWA UNDERTOOK A PROJECT TO FORMULATE ITS OWN STANDARDS IN A PROJECT INITIATED IN 1974. THE DOMINANT PRINCIPLE GUIDING THE DEVELOPMENT OF STANDARDS WAS THAT THE END PRODUCT WOULD HAVE TO BE REALISTIC AND PERTINENT TO EVERY JURISDICTION AND LAW ENFORCEMENT ORGANIZATION IN THE STATE. THE ADOPTED STANDARDS HAVE WIDESPREAD APPLICABILITY BECAUSE THEY OFFER GUIDANCE ON HOW TO COPE WITH MAJOR PROBLEMS COMMONLY EXPERIENCED BY LAW ENFORCEMENT ORGANIZATIONS IN IOWA. IN TOTAL, 100 STANDARDS HAVE BEEN FORMULATED IN ACCORDANCE WITH 22 PROBLEM AREAS. THE PROBLEM AREAS ARE ORGANIZED AS FOLLOWS: (1) LAW ENFORCEMENT MANAGEMENT (LAW ENFORCEMENT CHIEF EXECUTIVE, PLANNING, AND RESOURCE ALLOCATION), (2) CRIMINAL JUSTICE SYSTEM RELATIONSHIPS (COMMUNICATING WITH THE PUBLIC AND PUBLIC UNDERSTANDING OF THE LAW ENFORCEMENT ROLE, NEWS MEDIA RELATIONS, COMMUNITY CRIME PROBLEM IDENTIFICATION AND CRIME PREVENTION, COORDINATION, AND CRIMINAL CASE FOLLOWUP), (3) PERSONNEL ADMINISTRATION (RECRUITMENT, SELECTION, INTERNAL DISCIPLINE, EMPLOYEE COMPENSATION, EMPLOYEE RELATIONS, CIVILIAN PERSONNEL, TRAINING, AND PROMOTION AND ADVANCEMENT), (4) FIELD OPERATIONS (PATROL, TEAM POLICING, SPECIALIZATION, SUPPORT SERVICES, AND UNUSUAL OCCURRENCES), AND (5) EQUIPMENT AND TELECOMMUNICATIONS (PERSONAL EQUIPMENT, TRANSPORTATION, DATA MANAGEMENT, AND COMMUNICATIONS). THE IOWA STANDARDS ARE COMPARED WITH NATIONAL STANDARDS. (DEP)
