THIS REPORT, DATED MARCH 12, 1976, WAS CONDUCTED FOR THE STATE OF IOWA IN ORDER TO EXAMINE THE PAY ADMINISTRATION PRACTICES OF THE IOWA DEPARTMENT OF PUBLIC SAFETY, WHICH HAS A SWORN POLICE STRENGTH OF 345.
Abstract
THE DEPARTMENT OF PUBLIC SAFETY HAS MAJOR RESPONSIBILITY FOR LAW ENFORCEMENT AT THE STATE LEVEL. IN PRACTICE, THE PRIMARY MISSION OF THE DEPARTMENT OF SAFETY (HIGHWAY PATROL) IS TO ENFORCE TRAFFIC LAWS ON IOWA'S PUBLIC HIGHWAYS. THE PATROL SERVES A STATE POPULATION OF 2,892,907 PERSONS. THE CONSULTANTS ADDRESSED TWO MAJOR PROBLEMS: THE LACK OF SUFFICIENT PAY DIFFERENTIAL BETWEEN TROOPERS, ASSISTANT POST COMMANDERS, AND POST COMMANDERS, AND PROBLEMS OF PAY DISPARITIES. THE ACTUAL PAY PRACTICES WITH RESPECT TO TROOPERS, ASSISTANT POST COMMANDERS, AND POST COMMANDERS ARE OUTLINED. RECOMMENDATIONS ARE MADE FOR INCREASING THE PAY DIFFERENTIALS BETWEEN THESE RANKS, FOR ASSIGNING AUTHORITY FOR PAY ADMINISTRATION TO THE PERSONNEL AND TRAINING OFFICE, FOR CONDUCTING DEPARTMENTAL JOB ANALYSES, AND FOR THE ESTABLISHMENT OF A PAY SYSTEM BASED ON JOB PERFORMANCE.
