This training manual provides an overview of policies, practices, procedures, and statutory and case law relevant to jail management in Iowa.
Abstract
State jail standards are set forth and major legal issues in jail management are discussed. Guidelines for crisis intervention and restoring order are presented, and the use of restraint/control devices is discussed. Incident report writing and testifying in court also are covered. Supervision of inmates is considered with respect to the impact of incarceration, security, and communication and supervisory skills. Also covered are jail climate, inmate discipline and grievances, inmate transportation, and escape. Fire safety procedures and equipment are discussed. Additional guidelines cover personal and cell searches and contraband. Medical administration is considered, and signs and symptoms of medical problems are described. A section on abnormal prisoners discusses the treatment of mentally ill or retarded and suicidal inmates. A section on substance abuse examines drug effects and discusses handling of drug-related emergencies. Additional sections cover community resources and relations and employee stress.
