THIS REPORT, DATED NOVEMBER 17, 1975, DETAILS THE FACTORS WHICH MUST BE TAKEN INTO ACCOUNT WHEN VALIDATING THE CIVIL SERVICE TESTS FOR THE POSITION OF DEPUTY SHERIFF AND OFFERS RECOMMENDATIONS ON TEST VALIDATION.
Abstract
IN RESPONSE TO A 1973 LAW, THE IOWA LAW ENFORCEMENT ACADEMY PREPARED A WRITTEN TEST TO BE USED FOR CERTIFYING DEPUTY SHERIFF INCUMBENTS AND FOR RATING APPLICANTS. AT THE TIME OF THIS REPORT THE VAILIDITY OF THE ACADEMYPREPARED EXAMINATIONS HAD NOT BEEN CHALLENGED. HOWEVER, THIS REPORT STATES THAT THE ACADEMY IS AWARE OF THE VULNERABILITY OF ITS TESTS IN REGARD TO NON-COMPLIANCE WITH THE EQUAL EMPLOYMENT OPPORTUNITY GUIDELINES. EEO TESTING GUIDELINES REQUIRE THAT EMPLOYMENT TESTS BE VALIDATED FOLLOWING A CRITERION-RELATED, CONSTRUCT, OR CONTENT VALIDITY APPROACH. IN EACH CASE A CAREFUL ANALYSIS OF THE TARGET JOB MUST BE ACCOMPLISHED. THIS REPORT IDENTIFIES THE RESOURCES AND PROCEDURES NECESSARY FOR PERFORMING A DEPUTY SHERIFF JOB ANALYSIS, OFFERS GUIDANCE ON HOW TO USE THE JOB ANALYSIS, OFFERS GUIDANCE ON HOW TO USE THE JOB ANALYSIS INFORMATION TO VALIDATE SELECTION TESTS, AND INVESTIGATES THE ROLE OF THE ACADEMY IN EMPLOYMENT TESTING FOR POSSIBLE IMPROVEMENTS.
