THIS REPORT DOCUMENTS THE DEVELOPMENT AND IMPLEMENTATION OF POLICE FOOT PATROL OPERATIONS IN THE COMMUNITY OF ISLA VISTA, CALIFORNIA.
Abstract
THE ISLA VISTA FOOT PATROL (IVFP) WAS INITIATED ON DECEMBER 1, 1970, AS A SOLUTION TO RAPIDLY DETERIORATING POLICE-COMMUNITY RELATIONS AND INCREASING CRIME RATES. IT HAS CONTINUED IN OPERATION THROUGH MARCH 1976 AT ESSENTIALLY ITS ORIGINAL STAFFING LEVEL, WITH PLANS FOR CONTINUATION INTO THE FUTURE. THE REPORT PROVIDES A HISTORICAL PERSPECTIVE, A DESCRIPTION ON IVFP OPERATIONS, AND AN EVALUATION OF IVFP IMPACT IN TERMS OF BOTH SUBJECTIVE AND OBJECTIVE DATA. IN PREPARING THE REPORT, THE 5-YEAR HISTORY OF THE IVFP WAS REVIEWED, SUBJECTIVE DATA WERE OBTAINED AND ANALYZED, AND AVAILABLE CRIME STATISTICS WERE REVIEWED AND ASSESSED.
