Abstract
An increase in enemy terrorist activities and events required the Israel Police to maintain a high level of preparedness in the area of internal security in 1990 and to reorganize and increase the number of forces active in Jerusalem. In response to the crisis in the Persian Gulf, operational activities also focused on emergency preparedness. Another priority during 1990 had been the fight against drugs. The investigative sector was strengthened and the professional level of investigators and prosecutors increased along with international cooperation. A 4.9-percent decrease occurred in the number of criminal files opened in 1989. There was an 80 percent decline in the number of property crime files, which make up 80 percent of all offenses. The number of cases handled by the investigative unit during 1990 reached 48,226. Police services have been improved, and police- community relations strengthened. For 1991, the budgetary framework is to be expanded to enable increased activities in the areas of organization and development as well as equipment. 23 tables
