This article examines current strategies and tactics used by Israeli counter-terrorist forces showing a shift towards a pre-emptive approach against terrorist infrastructures and leaders from around the world.
Abstract
In the past, democratic states have responded to terrorist activities on a reactionary level. However, today with the increase in terrorist attacks there has been a shift towards pre-emptive strategies in counter-terrorism activities. Israeli counter-terrorist activities can be categorized as either offensive, defensive, or punitive in nature. These distinctions aid in assessing the effectiveness of different strategies. Offensive activities, typically carried out by military or paramilitary forces, pre-emptively disrupt attacks at their planning stage. Defense activities create obstacles for terrorist elements already en route to their targets. Punitive activities are intended to deter future attackers and those planning attacks. The article addresses specific events in which these three activities and measures were utilized in Israel.
