DISCUSSION OF THE POLICE ORGANIZATIONAL PROBLEMS RELATING TO THE DETECTIVE FUNCTION WHICH WILL BE DEALT WITH IN IMPACT PROGRAMS.
Abstract
MENTIONED ARE THE ABSENCE OF COOPERATION BETWEEN THE PATROL OFFICER AND THE DETECTIVE, THE DETECTIVES' LACK OF SPECIALIZED TRAINING, THE GENERALIST-SPECIALIST DIVISION OF DETECTIVE UNITS, INEFFICIENT INFORMATION STORAGE AND RETRIEVAL SYSTEMS, AND THE EXCESSIVE TIME REQUIRED FOR THE PREPARATION OF REPORTS. ALSO DISCUSSED ARE THE POOR RELATIONSHIP BETWEEN THE DETECTIVE DIVISION AND OTHER SPECIAL UNITS, THE RELIANCE UPON 'CLEARANCES' AS AN EVALUATION TOOL, AND THE CRITERIA USED BY DETECITVES TO DECIDE WHICH CRIMES TO INVESTIGATE. IN ADDITION, THE IMPLEMENTATION PROCEDURES AND SCHEDULE, EVALUATION PROCEDURES, CONSULTANT WORK, AND COST CONNECTED WITH INITIATING AN IMPACT PROGRAM ARE DESCRIBED. A REFERENCE LIST OF PROJECT REPORTS AND BOOKS IS PROVIDED.
