Abstract
THREE FACTORS WHICH APPEAR TO AFFECT EACH OF THESE ISSUES ARE ALSO DISCUSSED. THEY ARE THE RELATIONSHIP BETWEEN POLICY AND THE ESTABLISHMENT OF A PRETRIAL SCREENING PROGRAM, UNIFORMITY OF THE CHARGING DECISION, AND THE IMPACT OF THE CHARGING DECISION ON OTHER ELEMENTS IN THE CRIMINAL JUSTICE SYSTEM.
