Abstract
THE REPORT OFFERS A CENSUS TRACT BREAKDOWN OF 1976 RATES FOR HOMICIDE, RAPE, ROBBERY, ASSAULT, BURGLARY, LARCENY, AND AUTO THEFT, BUT NOTES THAT EMPLOYMENT DATA SPECIFIC TO THE CENSUS TRACTS IN QUESTION ARE NOT AVAILABLE COUNTYWIDE MANPOWER STATISTICS ARE USED AS INDICATORS OF THE EMPLOYMENT SITUATION IN THE NORTHWEST COUNCIL DISTRICT. UNEMPLOYMENT AND UNDEREMPLOYMENT AMONG BLACKS AND YOUTHS ARE POINTED OUT. IT IS CONCLUDED THAT, BASED ON AVAILABLE INFORMATION, IT IT IS IMPOSSIBLE TO PROVE THAT CRIME IN THE NORTHWEST DISTRICT IS THE CONSEQUENCE OF THE EMPLOYMENT SITUATION. NEVERTHELESS, BASED ON GENERAL INFORMATION ABOUT THE RELATIONSHIP BETWEEN UNEMPLOYMENT AND CRIME, RECOMMENDATIONS FOR REDUCING UNEMPLOYMENT AND UNDEREMPLOYMENT IN THE NORTHWEST DISTRICT ARE OFFERED.
