THIS PLAN, THE FIRST IN A SERIES OF ANNUAL COMPREHENSIVE CRIMINAL JUSTICE PLANS FOR JACKSONVILLE, OUTLINES STRATEGIES AND TASKS FOR THE PREVENTION AND CONTROL OF CRIME.
Abstract
THIS PLAN EMPHASIZES THE NEED FOR UPGRADING THE FUNCTIONAL INTERRELATIONSHIP AMONG THE THREE CRIMINAL JUSTICE DISCIPLINES - POLICE, COURTS, AND CORRECTIONS. IT IS BOTH CRIME ORIENTED AND VICTIM ORIENTED. A SYSTEMS APPROACH TO PLANNING WAS UTILIZED. CONSISTENT WITH LEAA'S PRIORITY ON THE REDUCTION OF CRIME, THIS REPORT OUTLINES STRATEGIES, SUBSTRATEGIES, AND FUNCTIONS WHICH MUST BE PERFORMED BY CRIMINAL JUSTICE AND NON-CRIMINAL JUSTICE AGENCIES, AND THE COMMUNITY, IF CRIME IS TO BE REDUCED. A CRIME PROFILE OF JACKSONVILLE IS PROVIDED IN THE FIRST CHAPTER. STRATEGIES TO REDUCE THE CAUSES OF CRIME AND STRATEGIES AND TASKS FOR CONTROL OF CRIME ARE THEN OUTLINED. ALSO PRESENTED IN THIS REPORT ARE TACTICAL ALTERNATIVES FOR THE CRIMINAL JUSTICE SYSTEM, A 1974 ANNUAL ACTION PLAN, MULTI-YEAR PLANNING PROJECTIONS, AND A DISCUSSION OF RELATED, NON-CRIMINAL JUSTICE PLANS AND PROGRAMS WHICH CAN BE HELPFUL IN SOLVING CRIME PROBLEMS.
