THIS STUDY WAS DESIGNED TO DEFINE THE VARIOUS SHORT-TERM AND LONG-RANGE NEEDS OF THE JACKSONVILLE ADULT CORRECTIONAL SYSTEM AND TO SUGGEST STRUCTURAL AND PRAGMATIC REMEDIES TO MEET THESE NEEDS.
Abstract
DEVELOPMENT OF THIS 'MASTER PLAN' INVOLVED: ANALYSIS OF THE EXISTING CRIMINAL JUSTICE SYSTEM (INCLUDING PROFILES OF THE INCARCERATED POPULATIONS); A SURVEY OF EXISTING AND POTENTIAL COMMUNITY RESOURCES; PROJECTIONS OF ARRESTS, JAIL ADMISSIONS, AND AVERAGE DAILY POPULATIONS IN THE VARIOUS CORRECTIONAL/DETENTION FACILITIES; AND A COMPARISON OF THE EXISTING SYSTEM AND AVAILABLE STANDARDS, MODEL PROGRAMS, AND PERTINENT LITERATURE. WHERE A DISCREPANCY WAS FOUND BETWEEN THE EXISTING SYSTEM AND THE 'IDEAL', SPECIFIC ALTERNATIVES (IN THE AREAS OF PRE-TRIAL RELEASE, DEFERRED PROSECUTION, MEDICAL SERVICES, WORK RELEASE, PROBATION, AND AFTERCARE) WERE PREPARED TO BEING JACKSONVILLE'S CORRECTIONAL SYSTEM UP TO STANDARDS. THIS REPORT ALSO DISCUSSES HOW EXISTING FACILITIES SHOULD BE UTILIZED TO MAXIMIZE THE IMPACT OF PROPOSED PROGRAMS AND THE TYPE OF FACILITIES NEEDED IN FUTURE YEARS. ALSO INCLUDED IS A COMPARATIVE COST ANALYSIS MADE BETWEEN MAINTAINING THE CURRENT DIRECTION IN CORRECTIONS AS OPPOSED TO DEVELOPMENT OF FEASIBLE ALTERNATIVES TO THE CURRENT TRENDS. CORRESPONDING ESTIMATES ARE ALSO MADE TO SHOW THE COSTS OF IMPLEMENTING RECOMMENDED ALTERNATIVES. SEVENTEEN SPECIFIC RECOMMENDATIONS ARE MADE INCLUDING IMPLEMENTATION OF A TEN PER CENT BAIL PLAN AND A COMMUNITY BAIL PROGRAM, EXPANSION OF WORK RELEASE AND USE OF THE MISDEMEANOR CITATION, A MORATORIUM ON FUTURE CONSTRUCTION AT THE JACKSONVILLE CORRECTIONAL INSTITUTION, AND DEVELOPMENT OF AN AFTERCARE CAPABILITY IN DUVAL COUNTY.
