IN ADDITION TO DISCUSSING JACKSONVILE'S CRIME INDEX RANKING AND THE ACTIVITIES OF THE PLANNING AND RESEARCH UNIT, THIS SHERIFF'S OFFICE ANNUAL REPORT FOR 1977 HIGHLIGHTS THE ENFORCEMENT AND CORRECTIONS DIVISIONS.
Abstract
A COMPARATIVE ANALYSIS OF UNIFORM CRIME REPORT INDEX CRIME STATISTICS FOR 1976 SHOWED THAT JACKSONVILLE RANKED 47 IN TOTAL INDEX OFFENSES, 30 IN CRIME OF VIOLENCE, AND 45 IN CRIMES AGAINST PROPERTY. OF THE 300 PROJECTS UNDERTAKEN BY THE PLANNING AND RESEARCH UNIT DURING THE YEAR, MAJOR EMPHASIS WAS PLACED ON CONTINUED PLANNING FOR THE RELOCATION OF THE COMMUNICATION CENTER, IMPLEMENTATION OF AN EMERGENCY COMPLAINT NUMBER, DEVELOPMENT OF AN INTEGRATED CRIMINAL APPREHENSION PROGRAM, AND THE DEVELOPMENT AND WRITING OF FEDERAL GRANTS TOTALING OVER $980,000. THE DEPARTMENT OF OPERATIONS PROVIDED MORE EFFICIENT ALLOCATION OF RESOURCES THROUGH EXPANDED USE OF FOOT PATROLS, MOTORCYCLES (INCLUDING MOPEDS), OFF-ROAD VEHICLES, AND MOTOR BOATS. THE PATROL AND TRAFFIC DIVISION REPORTED A ONE-THIRD REDUCTION IN BURGLARY AND ALARMS CALLS, WHICH CAN BE ATTRIBUTED TO AN ALARM USE ORDINANCE REGULATING PRIVATELY OWNED ALARM SYSTEMS AND ENFORCING RESPONSIBILITY FOR FALSE ALARMS. THE DETECTIVE DIVISION MAJOR ARRESTS RESULTED IN THE DISSOLUTION OF SEVERAL ROBBERY GANGS AND THE CONVICTION OF A RAPIST ACCUSED OF ASSAULTING OVER 50 WOMEN. THE PUBLIC SERVICES DIVISION CONTINUED TO COORDINATE PROGRAMS DIRECTED AT BETTER LAW ENFORCEMENT (E.G., SCHOOL SAFETY PATROL, YOUTH AND ADULT EDUCATION, THE POLICE ATHLETIC LEAGUE). AN UNDERCOVER INVESTIGATION BY THE VICE SECTION RESULTED IN FELONY ARRESTS OF 35 SUSPECTS IN THE LARGEST AND MOST PRODUCTIVE INTERSTATE DRUG INVESTIGATION BY THE SHERIFF'S OFFICE. THE INTELLIGENCE UNIT CONDUCTED A FAKE FENCING OPERATION, ARRESTING 103 SUSPECTS AND RECOVERING $1,225,769 IN STOLEN PROPERTY. THE DEPARTMENT OF POLICE SERVICES INITIATED IMPROVEMENTS IN THE COMPUTER-ASSISTED DISPATCHING SYSTEM AND IMPLEMENTED A PROGRAM TO PROVIDE UNIFORM TRAINING TO NEW EMPLOYEES. THE CITY'S MINIMUM SECURITY CORRECTIONAL FACILITY CONTINUED ITS WORK RELEASE PROGRAM AND IMPROVED AND EXPANDED A VICTIM RESTITUTION EFFORT, WHILE THE JACKSONVILLE CORRECTIONAL INSTITUTION EXPANDED COLLEGE LEVEL INMATE PROGRAMS FOR BOTH MALE AND FEMALE OFFENDERS. DURING THE YEAR, THE COUNTY JAIL HAD AN AVERAGE DAILY POPULATION OF 395 INMATES. ALSO, THE POLICE LEGAL ADVISOR CONTINUED TO COORDINATE A 24-HOUR CALL SYSTEM FOR LEGAL ASSISTANCE TO MEMBERS OF THE SHERIFF'S OFFICE. PHOTOS AND TABULAR DATA ARE INCLUDED. (KBL)
