IN THE 12 MONTHS PRECEDING THE PROJECT EVALUATION OF THE JACKSONVILLE, FLORIDA, FOURTH DIMENSION CRIME PREVENTION PROGRAM (FDCP), GREATER FDCP EMPHASIS ON CRIME OPPORTUNITY PREVENTION OCCURRED.
Abstract
THE FDCP OF JACKSONVILLE IS ONE OF THREE SECTIONS OF THE POLICE PUBLIC SERVICE DIVISION. FDCP PARTICIPATES IN ACTIVITIES OF THE OTHER SECTIONS AS WELL AS SPONSORING ITS OWN PROGRAMS SUCH AS CITIZEN CRIME PREVENTION AND CRIME OPPORTUNITY PREVENTION. THIS STUDY EVALUATES FDCP IN THE 12 MONTHS AFTER ITS 1978-1979 PROJECT EVALUATION, REVIEWING RECOMMENDATIONS FROM THE EVALUATION, ANALYZING FDCP OBJECTIVES, AND EXAMINING MAJOR ACTIVITIES AND DIRECTIONS. SOURCES OF INFORMATION WERE GRANT PROPOSALS, PROJECT REPORTS, AND INTERVIEWS OF STAFF. OVER THE PAST YEAR, THE FDCP DIRECTORSHIP HAS BECOME CIVILIANIZED, HAS MOVED FROM THE MAYOR'S TO THE SHERIFF'S OFFICE, AND NOW CONCENTRATES ON CRIME REDUCTION THROUGH REDUCING CRIME OPPORTUNITY RATHER THAN ATTACKING THE ROOTS OF CRIME IN SOCIETY. STAFF TIME HAS BEEN DIVIDED BETWEEN PROVIDING TECHNICAL ASSISTANCE TO NON-FDCP ACTIVITIES, ADMINISTERING AND DEVELOPING FDCP PROGRAMS, AND PUBLIC EDUCATION. CRIME WATCH, THE REENACTING OF CRIMES ON TELEVISION FOR PUBLIC EDUCATION, HAS BEGUN RECENTLY AND NOW REQUIRES 10 TO 18 PERCENT OF ALL FDCP MONEY. THE OBJECTIVES OF PUBLIC EDUCATION AND TECHNICAL ASSISTANCE TO VARIOUS CITIZEN GROUPS WERE IMPLEMENTED. OBJECTIVES NOT YET REALIZED INCLUDE STUDYING LOCAL CRIME PREVENTION EFFORTS. RECOMMENDATIONS FOR FDCP ARE INCLUDED. TABLES AND FIGURES ARE PROVIDED.
