PRELIMINARY STUDY OF THE GOALS AND OPERATIONS OF A PRETRIAL RELEASE AND REHABILITATIVE SERVICES PROJECT.
Abstract
THIS PROJECT CONCENTRATED ON REDUCING THE JAIL'S POPULATION OF PRETRIAL DETAINEES BY RECOMMENDING EARLY RELEASE FROM DETENTION FOR MEN WHOSE BAIL HAD BEEN SET ON THE BASIS OF INACCURATE OR INADEQUATE INFORMATION AND FOR THOSE WHO WERE HIGH BAIL RISKS. OUTLINED ARE THE BACKGROUND OF THE PROJECT, ITS INITIAL PROCEDURES, AND ITS RELATIONSHIP TO OTHER COMPONENTS OF NEW HAVEN'S CRIMINAL JUSTICE SYSTEM. PRELIMINARY DATA ON THE CENTER'S PRETRIAL POPULATION AND ON THE RELATIONSHIP OF PRETRIAL DETENTION TO POSTRIAL INCARCERATION IN CONNECTICUT IS ALSO PRESENTED. IN ADDITION, THE OPERATION OF THE REDIRECTION CENTER IS COMPARED TO OTHER 'ALTERNATIVE TO PRETRIAL DETENTION' PROGRAMS IN PHILADELPHIA, THE DISTRICT OF COLUMBIA, AND DES MOINES, IOWA, INITIAL PROJECT PROCEDURAL PROBLEMS - PROCESSING DELAYS, FRAGMENTATION OF STAFF SPECIALITIES, AND AN IMBALANCE OF PRETRIAL DETAINEES IN COMPARISON WITH INCARCERATED SENTENCED OFFENDERS - ARE EXAMINED IN DETAIL. THE PROJECT REORIENTATION PROCESS IS ALSO DOCUMENTED, INCLUDING THE DECISION TO EMPHASIZE RELEASE OVER REHABILITATIVE SERVICES, THE IMPLEMENTATION OF A SUPERVISED RELEASE PROGRAM, AND STAFF REORGANIZATION. EVALUATORS CONCLUDED THAT THE CENTER HAD NOT ALTERED THE PROFILE OF THE JAIL POPULATION OR ACHIEVED ANY OF ITS OTHER PROGRAM GOALS. HOWEVER, THE PROGRAM'S SHORT LENGTH OF OPERATION IS SUGGESTED AS A REASON FOR SOME OF ITS DEFICIENCIES. RECOMMENDED PROGRAM CHANGES INCLUDE SEPARATING THE DUAL PROGRAM GOALS OF RELEASE AND REHABILITATION, SETTING UP SPECIFIC SHORT-TERM PROGRAM GOALS, AND COORDINATING PROGRAM SERVICES WITH THOSE OF OTHER CITY PRETRIAL RELEASE PROGRAMS. THE APPENDIX CONTAINS, AMONG OTHER THINGS, DATA ON THE NEW HAVEN JAIL POPULATION AND A COPY OF A STATE MEMORANDUM ON SUGGESTED BAIL COMMISSION PROCEDURE. A BIBLIOGRAPHY ON THE ADMINISTRATION OF BAIL, PRETRIAL DETENTION, AND THEIR ALTERNATIVES IN CONNECTICUT IS ALSO INCLUDED.
