Abstract
THE HANDBOOK CENTERS ON PROFILES OF TWO OF THE BETTER ORGANIZED AND STAFFED PROGRAMS FOR INSPECTION AND ENFORCEMENT OF STATEWIDE STANDARDS FOR LOCAL JAILS AND DETENTION FACILITIES. IT DESCRIBES MAJOR ORGANIZATIONAL AND OPERATIONAL CHARACTERISTICS OF THE ILLINOIS AND SOUTH CAROLINA STANDARDS AND INSPECTION UNITS--AUTHORIZATION, STRUCTURE, INSPECTION PROCEDURES, KINDS OF STANDARDS PROMULGATED, ENFORCEMENT ACTIONS, AND TRAINING OF PERSONNEL. ILLUSTRATIVE EXHIBITS ARE UTILIZED WIDELY TO SHOW THE KINDS OF DIRECTIVES, FORMS, AND PROCEDURES WHICH NEED TO BE CONSIDERED IN ESTABLISHING AN OPERATING SYSTEM.
