PART OF A 4-VOLUME REPORT OF DATA ON A 1977 SURVEY OF JAIL FACILITIES AND OPERATIONS, THIS VOLUME CONSIDERS INMATE CLASSIFICATION, RECREATION FACILITIES, EDUCATIONAL AND VOCATIONAL PROGRAMS, AND FEMALE AND MINORITY STAFF.
Abstract
SOME OF THE DATA RESULTS FROM VOLUME 1 ARE REPORTED IN THE INTRODUCTION. GENERAL INFORMATION ON THE CONDUCT OF THE SURVEY IS IN THE FIRST VOLUME. AS IN VOLUME 1, THE DATA RESULTS IN EACH AREA ARE COMPARED TO THE RELEVANT STANDARDS SET FORTH IN MANUAL OF STANDARDS FOR ADULT LOCAL DETENTION FACILITIES. DATA IS REPORTED FROM FIVE CATEGORIES OF JAILS, DISTINGUISHED BY THE SIZE OF THE AVERAGE PRISONER POPULATION. STANDARDS INDICATE THAT INMATES SHOULD BE CLASSIFIED AND SEPARATED BY THE FOLLOWING CATEGORIES: SENTENCED MALES; UNSENTENCED MALES; SENTENCED FEMALES; UNSENTENCED FEMALES; OTHER CLASSES OF INMATES (WITNESSES, CIVIL PRISONERS); COMMUNITY CUSTODY INMATES; INMATES WITH SPECIAL PROBLEMS; AND JUVENILES. DATA INDICATE, HOWEVER, THAT 6 PERCENT OF RESPONDENTS HAVE NO CLASSIFICATION, 89 PERCENT CLASSIFY BY SEX, AND A SMALL PROPORTION CLASSIFY ON THE BASIS OF SEVERITY OF OFFENSE. DATA ON THE PARTICULAR MEMBER OF THE JAIL STAFF RESPONSIBLE FOR CLASSIFICATION IS ALSO PROVIDED. IN THE CASE OF THE CONFINEMENT OF JUVENILES, ONLY SLIGHTLY MORE THAN HALF OF THE FACILITIES KEEP JUVENILES FROM THE SIGHT AND SOUND OF ADULT INMATES AT ALL TIMES. IN THE AREA OF RECREATION PROVISIONS, THE SMALLER JAILS GENERALLY PROVIDE READING MATERIAL AND RADIOS TO INMATES, AND THE LARGER JAILS TEND TO HAVE A GREATER VARIETY OF LEISURE ACTIVITIES AND ARE MOST CONSISTENT WITH THE STANDARDS. THE PERCENTAGES OF JAILS PROVIDING LIBRARY FACILITIES AND VARIOUS RECREATIONAL ACTIVITIES ARE SHOWN. THE OVERALL AVERAGE OF FACILITIES WITH NO EDUCATIONAL AND VOCATIONAL PROGRAMS IS 74 PERCENT, WITH MOST OF THESE BEING SMALLER JAILS. AN OVERALL AVERAGE OF 67 PERCENT OF THE RESPONDENTS OFFERED TRAINING OF SOME KIND FOR STAFF. THE PERCENTAGES OF JAILS OFFERING VARYING LENGTHS OF TRAINING PERIODS ARE INDICATED. DATA ON MINORITY AND FEMALE STAFF PERSONNEL ARE ALSO PROVIDED. QUESTIONS ON THE SURVEY ELICITING THE DATA REPORTED ARE INCLUDED IN THE APPENDIX, ALONG WITH THE PERCENTAGE OF RESPONDENTS BY STATE AND GEOGRAPHIC AREA.
