THE STANDARDS, FORMULATED BY THE NEBRASKA STATE BAR ASSOCIATION'S COMMITTEE ON CORRECTIONAL LAW AND PRACTICE, ARE ORGANIZED ACCORDING TO 14 REGULATION CATEGORIES: GENERAL INSTRUCTIONS, APPLICATION OF STANDARDS (TYPES OF FACILITIES AND EMERGENCY SUSPENSIONS OF REGULATIONS), FACILITY PLANNING, FACILITY DESIGN, PERSONNEL (EDUCATION, TRAINING, AND NUMBER OF PERSONNEL), RECORDS AND STATISTICS, PUBLIC INFORMATION, CLASSIFICATION, INMATE SERVICES, PROGRAMS AND ACTIVITIES (MAIL, VISITING, TELEPHONE PRIVILEGES, ACCESS TO MEDIA, ACCESS TO LEGAL COUNSEL AND THE COURTS, ACCESS TO LEGAL MATERIALS, FREEDOM OF EXPRESSION WITHIN A FACILITY, FREEDOM OF RELIGION, EXERCISE AND RECREATION, GENERAL LIBRARY SERVICES, INMATE COMMISSARIES, AND LOCKS AND LIGHTS), DISCIPLINE, HEALTH SERVICES (RIGHT TO MEDICAL SERVICES, PHYSICAL EXAMINATIONS, EMERGENCY CARE, DAILY SICK CALL, DENTAL SERVICES, AND MEDICATIONS), FOOD PREPARATION, AND HYGIENE. THE JAIL SURVEY QUESTIONNAIRE EMPLOYED IN THE DEVELOPMENT OF STANDARDS AND A SURVEY COMMENTARY ARE INCLUDED, ALONG WITH A BIBLIOGRAPHY. (DEP)
