SURVEY OF ALL 142 JAILS AND LOCKUPS FOCUSING ON THE SOCIAL ENVIRONMENT HAVING A PHYSICAL OR MENTAL IMPACT ON THE INMATE AND THE PHYSICAL FACILITIES AVAILABLE.
Abstract
AMONG THE SOCIAL FACTORS DISCUSSED ARE COUNSELING AND MEDICAL SERVICES, OPPORTUNITIES FOR PHYSICAL EXERCISE, AND SEGREGATION OF MENTAL PATIENTS, JUVENILES, AND FEMALE OFFENDERS. THE PHYSICAL FACTORS DISCUSSED INCLUDE AGE OF JAILS, VENTILATION, HEATING, AND PLUMBING, AND AVAILABILITY OF LAUNDRY AND VISITING FACILITIES. IT IS CONCLUDED THAT NEGLECT BY CITY AND COUNTY GOVERNMENTS COULD BE OVERCOME BY THE DEVELOPMENT OF REGIONAL FACILITIES WITH UNIFORM STANDARDS.
