THE RESULTS OF 142 RESPONSES FROM INDIANA JAILS TO A QUESTIONNAIRE FOCUSING ON THE SOCIAL CONDITION OF INMATES AND THE PHYSICAL CONDITION OF THE FACILITIES.
Abstract
THE NARRATIVE SECTION DISCUSSES THE SOCIAL SITUATION AND PHYSICAL CONDITIONS OF JAILS IN EACH OF THE EIGHT DISTRICTS ESTABLISHED BY THE INDIANA DEPARTMENT OF CORRECTION. THE AUTHORS CONCLUDE THAT THE SOCIAL SITUATION IS BEST CHARACTERIZED BY THE NEGLECT IT RECEIVES FROM THE COMMUNITY. THE FUNDS DEVOTED TO THE PHYSICAL FACILITIES WOULD PROBABLY BE SUFFICIENT IF THE PLANNERS TOOK CURRENT UTILIZATION INTO ACCOUNT. THE AVERAGE JAIL POPULATION IN INDIANA IS ONLY 45 PERCENT OF THE TOTAL CAPACITY. HOWEVER, THE SOCIAL AND PHYSICAL SITUATIONS OF THE JAILS ARE MORE IN LINE WITH A PUNITIVE, RATHER THAN REHABILITATIVE, PHILOSOPHY OF CORRECTIONS. THE QUESTIONNAIRE RESPONSES ARE REPRODUCED IN TABULAR FORM.
