THIS DOCUMENT REVIEWS THE SALIENT FACTS AND TRENDS IN CRIMINALITY IN JAPAN, THE EXISTING PREVENTIVE AND TREATMENT MEASURES, AND RELEVANT STATISTICAL ANALYSIS.
Abstract
DATA WERE ORIGINALLY COMPILED FOR A REPORT TO THE JAPANESE CABINET, BUT THIS SUMMARY WAS PREPARED FOR USE BY INTERNATIONAL CRIMINOLOGISTS SO THAT COMPARATIVE ANALYSES OF CRIMINAL AND CORRECTIONAL TRENDS COULD BE MADE. THE FIRST SECTION OF THE PAPER DEALS WITH THE TRENDS AND STATISTICS OF 1976. PENAL CODE, SPECIAL LAW, AND NARCOTIC AND OTHER DRUG OFFENSES ARE HIGHLIGHTED, AS WELL AS OFFENSES BY GOVERNMENT OFFICIALS, FOREIGNERS, EXTREMISTS, THE MENTALLY DISTURBED, AND ORGANIZED VIOLENT GROUPS. BRIBERY, RAPE, AND STIMULANT DRUG CRIMES RECEIVE SPECIAL ATTENTION. AN INTERNATIONAL COMPARISON OF CRIME TRENDS IS ALSO MADE. THE SECOND SECTION OF THE SUMMARY DISCUSSES THE TREATMENT OF OFFENDERS. PROSECUTION AND TRIAL; CORRECTIONAL INSTITUTIONS; AND PROBATION, PAROLE, AND AFTERCARE ARE ALL EXAMINED. THE LAST SECTION PRESENTS AN OVERVIEW OF SPECIAL CRIMES, INCLUDING JUVENILE DELINQUENCY, ROAD TRAFFIC OFFENSES, AND FEMALE OFFENSES. GRAPHS AND TABULAR MATERIAL ARE PROVIDED. (JSP)
