This videotape is intended to promote greater cooperation among Federal, State, and local criminal justice agencies in the investigation and prosecution of child sexual exploitation and is based on a 1997 meeting of law enforcement officials.
Abstract
The film highlights the central features of five multijurisdictional task forces in the United States and Canada to demonstrate that law enforcement agencies are taking action to address the problems of child pornography, prostitution, and online solicitation through the Internet. Speakers urge criminal justice personnel to be more proactive in their investigations and to seek professional assistance when working with victims. They also explain the relationships between child pornography, criminal access to children online, and active sexual molestation of children. The film outlines the reasons to form a multijurisdictional task force and the steps involved, including the development of a memorandum of understanding and a mission statement and the measurement of effectiveness. Speakers also emphasize the importance of regarding children and adolescents in these cases as victims and to make the child's well-being the first priority.
