REPORT ON THE FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS OF THE ILLINOIS LEGISLATIVE INVESTIGATING COMMISSION'S INQUIRY INTO THE CONDITIONS WHICH LED TO AND RESULTED IN THIS PRISON RIOT AND THE DEATH OF AN INMATE.
Abstract
AN INVESTIGATION INTO THE INFLUENCE OF STREET GANGS IN THE ILLINOIS CORRECTIONAL SYSTEM LED TO THE CONCLUSION THAT GANG ACTIVITY WAS THE DRIVING FORCE BEHIND THE APRIL 22, 1975 INMATE REBELLION, ALONG WITH AN INADEQUATE GRIEVANCE SYSTEM FOR INMATES WHICH VIRTUALLY PROHIBITED GETTING AT THE PRISON'S REAL TROUBLEMAKERS. THE IMMEDIATE PRECIPITANT OF THE UPRISING WAS WARDEN'S MISCONCEPTION OF THE CONTROL HE HAD OVER PRISON GANGS WHICH LED TO A MIDDAY TRANSFER OF FIVE INMATES AND THE DEFIANCE OF INSTITUTIONAL AUTHORITY BY JOLIETS' WELL-ORGANIZED PRISON GANGS. APPENDED IS A LIST OF PERSONS INTERVIEWED DURING THE COURSE OF THIS INVESTIGATION.
