Abstract
AFTER PROVIDING A BRIEF HISTORICAL REVIEW OF THE CONSTITUTIONAL PROVISIONS ANTECEDENT TO THE 1970 CONVENTION, THE AUTHOR FOCUSES ON THE MEMBERS OF THE COMMITTEE ON JUDICIARY (FOR WHICH HE WAS STAFF COUNSEL) AND PROBES THEIR INTELLECTUAL AND POLITICAL ALLEGIANCES AND THE MANY FACTORS WHICH INFLUENCED THEIR DECISIONS IN COMMITTEE AND ON THE CONVENTION FLOOR. AMONG THE ISSUES DISCUSSED WERE METHOD OF JUDICIAL SELECTION, JUDGE RETIREMENT AND REMOVAL MECHANISMS, AND AUTHORITY OF THE STATE SUPREME COURT TO DETERMINE ITS APPELLATE JURISDICTION.
