Abstract
THE CRITERIA FOR CREATING ADDITIONAL POSITIONS RANGED FROM NONE AT ALL IN 18 STATES TO VARIOUS COMBINATIONS OF POPULATION, NUMBER OF FILINGS, INDIVIDUAL CASELOAD, A WEIGHTED CASELOAD COUNT IN THE OTHER 16 STATES RESPONDING. ALSO DISCUSSED ARE FACTORS BEHIND THE INCREASED USE OF THE JUDICIAL SYSTEM AND ALTERNATIVES TO JUDICIAL EXPANSION.
